Politicians Lie, Budgets Don’t

Countering the Franklin Police Millage
Franklin Police Millage Claims vs. Reality – Police Are Fully Funded with Surplus in 2026-27 Budget”
• Two-Column Format: Left column (red-tinted, “Website Claims”), Right column (green-tinted, “Budget Facts – Proven False”).
• Center Divider: Maury Povich meme image (opening folder/envelope with text overlay: “Your claim is proven false!”).
• Bottom/Footer: “Source: Official Village of Franklin 2026-27 Proposed Budget (franklin.mi.us). Vote NO on the unnecessary 3.4-mill tax increase.” Include QR code/link to budget PDF.
• Visual Style: Clean, professional flyer (8.5x11 or A4). Use village seal or police badge icons sparingly. Bold headers, bullet points for readability.
Left Column: Website Claims (from franklinpolicemillage.com)
• “The Village’s General Fund has been the primary source of funding for the Franklin Police Department… currently provides about 65% of the money.”
• “The Village’s General Fund is under increasing financial strain due to rising personnel, pension, equipment, and operating expenses, making the current funding model unsustainable.”
• “The current level of police activities cannot be sustained by the General Fund without further taxing other Village services.”
• “Long-term planning… require consistent and committed funding.” (Implying new dedicated millage is essential.)
Evidence from 2026-27 Budget (Disproving Claims)
Police Fully Funded + Large Surplus in Recommended Budget:
• General Fund (101) Transfer to Police: $1,400,000 (fully covers needs).
• Police Fund (207) Total Revenues: ~$2.85M (includes transfer + own taxes/grants).
• Police Fund Appropriations: ~$2.83M.
• Police Fund Ending Balance: +$99,540 (positive surplus projected).
• General Fund: Healthy ending balance of ~$403,480 after all transfers/expenses. Not “strained” – sustainable.
Key Facts Highlighting Surplus:
• Police operations/personnel/equipment fully supported via existing transfer without new millage.
• No evidence of unsustainability; budget balances with room for other services.
• Current small police millage (~0.37 mills) + General Fund transfer already works. New 3.4 mills (~$1.675M extra/year) is unnecessary tax hike.
Bottom Call to Action (Bold):
“The claims of crisis are false. Police are fully funded with surplus. Reject the millage – protect taxpayers!”
